Explosive coastal development. A major weather system will develop along the American East Coast and will track up through Quebec overnight Wednesday night, bringing significant rainfall amounts and temperatures well above the freezing mark. Water is likely to accumulate on roads and in low-lying areas. A significant rise in the flow and water level of some rivers and streams is expected. In addition, winds associated with this system will be strong at times. Small, loose objects could be tossed or blown away. Finally, a rapid drop in temperatures on Thursday morning could lead to sudden freezing of various surfaces. Consider changing any non-essential travel plans for this period.
